Legal basis of the Fund

HCM VIF JSC (HCM VIF JSC) was built according to Resolution 57-NQ/TW dated December 22, 2024 of the Politburo, Resolution 98/2023/QH15 of the National Assembly on the specific mechanism for Ho Chi Minh City, Law on Enterprises, Law on Management and Investment of State Capital in Enterprises No. 68/2025/QH15, Law on Digital Technology Industry No. 71/2025/QH15, Decree 264/2025/ND-CP on national venture capital funds and local venture capital funds, Decree 265/2025/ND-CP and Decree 366/2025/ND-CP.

The fund operates according to market principles, is transparent and accepts controlled risks, is subject to the supervision of the Supervisory Board and reports periodically to the City People's Committee, the Department of Science and Technology, and the Department of Finance. We encourage honest reporting of behaviour that shows signs of violations — including conflicts of interest, corruption, fraud or violations of the code of conduct.

How to report

Any feedback can be sent to the fund's receiving channel. The identity of the person reporting is kept confidential to the extent permitted by law.
